Deinstitutionalization through offering of services in the community for risk groups

Target group: older people with physical and mentalni disabled and elderly people at retirement age.
The reform in the field of social services and introduction of deinstitutsionalizatsiyata as a top priority of Bulgaria's social policy began in 2002 when it was introduced a new model, in which among the priority objectives are listed: a reduction in the number of people placed in specialized institutions and development social services targeted at the most vulnerable groups in society. The most vulnerable groups in Bulgaria include people with different disabilities, the elderly and children deprived of parental care.

Provided for implementation within this component works with the Bulgarian politics' in the development of social services and social inclusion of the most vulnerable groups in Bulgarian society, and political commitments of the Republic of Bulgaria in the EU accession process.

One of the main priorities agreed in the Joint Memorandum on Social Inclusion (LM), is as follows: the implementation of measures aimed at providing high-quality social services for groups most disadvantaged, improving the health status of population and ease of access the poor and vulnerable population groups to health services. In the Joint (memorandum recorded the need "special attention to persons with mental-health problems and their inclusion. Additional efforts are needed to improve living conditions in specialized institutions for people with mental disabilities and focus attention on the transition from institutional attention to providing market services in communities.

The purpose of the new legal and strategic documents in this area is the transformation of traditional institutions into new forms of care and priority development of different types of health, social and educational services provided in communities. The project will contribute to achieving this goal through: provision of social services in communities aimed at deinstitutionalization, reducing the number of people placed in specialized institutions, improving quality of life of people placed in specialized institutions through the transformation of institutions in alternative forms of social services and provision of care in an environment in close to the famil

The main priority of the Bulgarian government is deinstitutsionalizatsiyata placed in institutions of adults by providing health, social and educational services in communities. To carry out the actual deinstitutsioializatsiya is necessary to build a network of different types of services that will serve as an alternative to placement in specialized institutions.

Running process of the ageing population stresses the importance of palliative care as an important public health problem in all European countries. Harm the provision of care should be integrated into the whole complex of medical and social care,requiring a multidisciplinary approach. The approach of providing care harm includes the establishment and integration of institutional and domestic services.

In order to give a useful contribution to the development and implementation of integrated medical and social policy for the elderly and terminally ill people in Bulgaria, the project provides activities - related to building a network of hospisi, as a form of organized harm care for elderly people with diseases an advanced stage.

The project will contribute to the implementation of integrated social policies to those elderly, as parallel to this effort will be made to alleviate the problems of setupted released from hospital staff and provision of alternative employment.

The target group for this component is:

Elderly persons over 18 - years age.
